निर्वाचन प्रक्रिया र नागरिकको भूमिका Note

१. नेपालमा मतदाता नामावली सम्बन्धमा कस्तो व्यवस्था रहेको छ ?

Answer👉 निर्वाचन प्रयोजनका लागि मतदाता नामावली अद्यावधिक गर्ने कार्य निर्वाचन आयोगले गर्दछ । हरेक जिल्लामा निर्वाचन कार्यालयको व्यवस्था गरिएको हुन्छ । निर्वाचन कार्यालयले १८ वर्ष उमेर पूरा गरेका नेपाली नागरिकले मतदान गर्न मतदाता नामावलीमा प्रक्रियाबमोजिम नाम समावेश गर्ने काम गर्छ । मतदाता नामावलीमा नाम भएको मतदातालाई फोटोसहितको परिचय पत्र प्रदान गरिन्छ । त्यस्तै निर्वाचन आयोगले मतदाता नामावलीमा विवाह गरेर गएका, बसाइँ सरेर गएकाको नाम मतदाता नामावलीबाट हटाउने र विवाह गरेर आएका, बसाइँ सरेर आएकाको नाम मतदाता नामावलीमा थप्ने व्यवस्था पनि रहेको छ ।

 

 

२. फोटोसहितको मतदाता परिचयपत्रको महत्त्व उल्लेख गर्नुहोस् ।

Answer👉 फोटोसहितको मतदाता परिचयपत्रको महत्त्व :-

• मतदान निष्पक्ष गर्न गराउन मदत पुग्छ ।
• वास्तविक व्यक्तिले नै मतदान गर्न पाउँछन् ।
• मतदान स्थलमा व्यक्ति प्रमाणीकरण प्रक्रिया छिटो हुन्छ ।
• अर्काको नाममा मतदान गर्ने प्रवृत्तिमा कमी आउँछ ।
• मतदान स्थलमा हुने विवादमा कमी आउँछ ।

३. निर्वाचन प्रक्रियामा नागरिकले खेल्न सक्ने भूमिका उल्लेख गर्नुहोस् ।

Answer👉 निर्वाचन प्रक्रियामा नागरिकले खेल्न सक्ने भूमिका निम्न छन् :- 

• मतदाता नामावलीमा नाम समावेश गर्ने, सच्याउने र हटाउने 
• मतदान स्थलमा भैझगडा र हुलदङ्गा हुन नदिने 
• वृद्ध, अपाङ्ग, सुत्केरी, गर्भवतीलाई पहिलो प्राथमिकता दिने 
• आर्थिक प्रलोभन, डर, धम्कीमा नपरी जिम्मेवार मतदाता बन्ने
• मतको सदुपयोग गर्ने र पालो पर्खेर मतदान गर्ने 
• सबै दलको घोषणापत्र अध्ययन गरी सबल दुर्बल पक्षमा बहस गर्ने 
•  मतदान प्रक्रियाबारे घर र छिमेकमा सचेतना फैल्याउने 
• फर्जी मतदान कार्यलाई निरुत्साहित गर्ने

 

 

४. निर्वाचन प्रक्रियामा मतदान अधिकृतका प्रमुख कामको सूची तयार गर्नुहोस् ।

Answer👉 निर्वाचन प्रक्रियामा मतदान अधिकृतका प्रमुख काम निम्न छन् :-

• मतदानको दिन मतदान केन्द्रको व्यवस्था गर्ने
• मतदान प्रक्रियासँग सम्बन्धित उजुरी र गुनासाहरू सुनी सोको कारबाही गर्ने
• मतपेटिका सम्बन्धित ठाउँमा बुझाउने
• आवश्यक परे स्थानीय तहको निर्वाचनको मत गणना कार्यसमेत सम्पन्न गर्ने
• सुरक्षा व्यवस्था मिलाउने
• नियमानुसार मतदानको सुरु र अन्त्य गर्ने
• मतदान रोक्नुपर्ने अवस्था भएमा स्थगित गर्ने

 

 

५. नेपालमा सबैजसो निर्वाचनमा मतपत्र बदर हुनका कारण पत्ता लगाई समाधानका उपायसमेत सुझाउनुहोस्।

Answer👉 नेपालमा सबैजसो निर्वाचनमा मतपत्र बदर हुनका कारण :-

•  सबै मतदातालाई निर्वाचन प्रक्रियामा बारेमा जानकारी नहुनु
•  निर्वाचन आयोगले सञ्चालन गर्ने मतदाता शिक्षा प्रभावकारी नहुनु
• स्वस्तिक छाप लगाउने तरिका नजान्नु
• राजनीतिक दलहरू मतदाता शिक्षाप्रति सचेत नबन्नु
• अझै पनि सबै जना साक्षर नहुनु

 

समाधानका उपायहरू :-

• सबै मतदातालाई निर्वाचन प्रक्रियाको बारेमा जानकारी गराउने
• टेलिभिजन,एफएम, रेडियो,  जस्ता सञ्चार माध्यमबाट निर्वाचन प्रक्रियाका बारेमा व्यापक प्रचारप्रसार गर्ने
• मतदाता शिक्षालाई प्रभावकारी रूपमा सञ्चालन गर्ने
• राजनीतिक दलहरू पनि जिम्मेवार बनेर यससम्बन्धी कार्यक्रम सञ्चालन गर्ने
• सबैलाई साक्षर बनाउने

1. What is the system in Nepal regarding voter registration?

Answer👉 The Election Commission does the work of updating the voter list for election purposes. An election office is arranged in every district. The election office works to include the names of Nepali citizens who have completed 18 years of age in the voter's list according to the procedure to vote. An identity card with a photograph is provided to voters whose name is in the voters' list. Similarly, the Election Commission has a provision to remove the names of those who have married and migrated from the voter list and to add the names of those who have married and migrated to the voter list.

 

 

2. Mention the importance of voter ID card with photo.

Answer👉 Importance of voter ID card with photo :-

It helps to make the voting fair.

Only real people can vote.

The process of personal verification at the polling station is fast.

The tendency to vote in someone else's name decreases.

There will be a reduction in disputes at polling stations.

 

 

3. Mention the role that citizens can play in the election process.

Answer👉 Following are the roles that citizens can play in the election process:-

Inclusion, correction and deletion of names in the electoral roll

Do not allow quarrels and riots in the polling place

Giving first priority to the elderly, disabled, pregnant women

To become a responsible voter without financial temptation, fear, or threats

Use the vote and wait for the turn to vote

Study the manifestos of all the parties and discuss the strong and weak sides

  Spread awareness about the voting process at home and in the neighborhood

Discouraging fraudulent voting activities

 

 

4. Prepare a list of the main duties of the polling officer in the election process.

Answer👉 Major duties of polling officer in the election process are as follows:-

To arrange the polling station on the day of polling

Hearing the complaints and grievances related to the voting process and taking action accordingly

Submitting the ballot box to the respective place

If necessary, the counting of votes for the local level elections will also be completed

Arrange security arrangements

Start and end voting according to rules

Postponing voting if there is a need to stop it

 

 

5. Find out the reasons for invalidation of ballot papers in all elections in Nepal and suggest solutions.

Answer👉 Reasons for invalidation of ballot papers in all elections in Nepal:-

  Not all voters are informed about the election process

  Voter education conducted by the Election Commission is not effective

Not knowing how to make a swastika seal

Political parties not being aware of voter education

Still not all are literate

 

Solutions:-

Informing all voters about the election process

Widespread publicity about the election process through media such as television, FM, radio, etc

Conduct voter education effectively

Political parties should also be responsible and conduct programs related to this

Make everyone literate
